01 - Overview
A Suspicious Activity Report, or SAR, is filed with a country's Financial Intelligence Unit whenever an alert uncovers activity that needs to be reported. Some jurisdictions use the term Suspicious Transaction Report, or STR, instead. Flagright supports generating, validating, submitting, and tracking these reports across many jurisdictions, including the United States, Lithuania, and Canada, among others.
Key terms
SAR: Suspicious Activity Report, the report type used in most jurisdictions, including the United States.
STR: Suspicious Transaction Report, the equivalent report type used in other jurisdictions.
FIU: Financial Intelligence Unit, the regulator that receives and reviews the report.
BSA ID: the identifier FinCEN returns once a submission is successful, confirming that the filing is recorded and locked.
Jurisdiction setup
Which jurisdictions are available to a given customer is configured in the super admin panel, based on where that customer's legal entities operate and where their business takes place, since a company reports to the FIU local to its own operations. This is documented in the customer's master service agreement.
02 - Filing Methods by Jurisdiction
How a report actually reaches the FIU depends on the jurisdiction. Some FIUs support fully automated filing, meaning a report created in Flagright is delivered straight to the FIU through a direct connection and the response is handled inside the console. Others provide no automated route at all, in which case Flagright builds the report to match that FIU's own template so it can be exported and uploaded manually.
Jurisdiction / FIU | Filing Method | Details |
United States, FinCEN | Automated | Filed directly through an SFTP connection. Flagright receives and displays the FIU response in the console. |
Lithuania, FNTT, through the FinTrack platform | Automated | Filed directly to the FinTrack platform. Flagright receives and displays the FIU response. |
ActiveCom | Automated | Additional FIU platform supported for automated filing. |
United Kingdom | Manual for most institutions | No automated filing for smaller institutions. Larger institutions, such as Revolut, may have bulk filing options available. |
Smaller jurisdictions, for example Romania and Bulgaria | Manual | No automated filing infrastructure. Users download an XML or PDF template from Flagright and upload it directly to the FIU's own portal. |
Tip: An XML download is generally easier to work with than a PDF template, since the data entered in Flagright maps directly into the fields the FIU expects. |
Note: Every field and dropdown in a report must match the requirements published by that jurisdiction's FIU exactly. A mismatched field results in a filing error, so the form logic for each jurisdiction is built to follow its FIU's own guidance. |
03 - Creating a SAR
A SAR is generated from an alert raised during case management, and the console prefills as much of the draft as possible from data already on file.
Step 1: In the console side navbar, go to Case Management.
Step 2: Switch to the All Alerts tab to see every alert, or open a specific alert directly from within a case.
Step 3: Click the Alert ID to open the alert's Case Details page. The Alerts tab on this page lists the transactions that triggered it.
Step 4: Select the transaction or transactions to include in the report. Selecting a transaction reveals extra buttons at the bottom of the table, which disappear again if the transaction is unselected.

|
Once a transaction is selected, Generate Report and Escalate appear at the bottom right of the panel.
Step 5: Click Generate Report.
Step 6: In the window that opens, select the jurisdiction where the report will be filed and choose the report type, for example SAR, then click Generate. A SAR configuration drawer opens with a draft report already filled in using available data.

Report type options depend on the jurisdiction chosen. Lithuania offers STR and CTR rather than SAR.
Step 7: Review and complete the three sections of the draft report: General Details, Transaction Details, and Attachments.
Step 8: Optionally use the generative AI feature to draft the report narrative, either from the case and transaction details or from the customer's own narrative template.
Step 9: Add any supporting attachments.
Step 10: Click Validate to check for missing or mismatched mandatory fields before submitting. Any mandatory field left empty is marked in red.
Step 11: Once everything is complete, submit the report, subject to the user's role and permissions, or click Download to export an XML or PDF file for jurisdictions without automated filing.
Step 12: For jurisdictions without automated filing, log in to the relevant FIU portal, for example FNTT in Lithuania, and upload the downloaded file.
04 - SAR Report Structure
Every generated report is organized into three sections.
Section | Contents |
General Details | Information about the reporting entity, the person or entity being reported, and general report details. |
Transaction Details | Information about the transactions selected for the report. |
Attachments | Supporting documents uploaded for the report, such as transaction records or other evidence. |
General Details also captures filing specific context, such as who the filing institution and financial institution are, and how this report relates to prior activity: whether it is the initial report for that entity, a continuation of activity reported earlier (some jurisdictions expect a new report on ongoing activity every 90 days), a correction to a previously filed report, or a joint report covering multiple entities. Exactly which of these options appear, and what is required for each, varies significantly by jurisdiction.

Inside General Details: filing type indicators (Continuing activity, Corrects prior report, Initial report, Joint report) and the Narrative field with its Add Activity Narrative Information action.
05 - Data Prepopulation and Templates
Much of a draft report is filled in automatically so an analyst does not have to reenter the same information for every filing.
Financial institution and filing institution details can be saved as templates in Settings so they only need to be entered once. Templates are currently available for FinCEN.
Subject and user fields are populated automatically from the associated KYC profile, reducing manual entry for the analyst.
Case, user, and transaction details already captured elsewhere in the console feed directly into the draft report.
In progress: FinTrack templates for recurring filing institution and financial institution details are currently being built. |
06 - Subject and Suspicious Activity Information
Every report needs information about the person or entity being reported, referred to as the subject. Not every customer has complete information about their subject, sometimes because the subject is a business, and sometimes because only limited data is available in the first place. Flagright builds conditional logic into these fields based on what information is actually available, and individual fields can be marked as unknown when the information cannot be provided. Credit union servicers, for example, often deal directly with end customers they know very little about, so they will frequently report those entities as unknown.

Date range covered by the activity

07 - Narrative Generation
The narrative is one of the most detailed parts of any SAR, describing what happened and why it is being reported. Flagright's generative AI can draft this narrative directly from the associated case, the user's profile, and the report's selected transactions. If a customer has its own narrative template, the AI can populate that template instead of a default one. A built in narrative checklist keeps the draft aligned with what the FIU expects, since FIUs such as FinCEN publish their own guidance on what a narrative should contain and how it should be structured.
08 - Attachments
Attachment requirements differ by jurisdiction. A FinCEN filing, for example, typically expects a single CSV file listing every transaction involved in the suspicious activity. For FinCEN specifically, the console only allows one attachment per SAR; uploading a new attachment replaces the previous one rather than adding to it. A FinTrack filing instead expects each transaction to be entered as its own separate record rather than bundled into one CSV.
09 - Validation
The Validate feature checks a draft report and lists every issue that needs to be resolved before it can be submitted. This matters because, in most workflows, an analyst prepares the report while a manager or BSA officer reviews and submits it. Analysts can run Validate themselves before handing a report off, so the reviewer is not the first person to discover missing information. All mandatory fields are checked automatically, and any field left empty is marked in red so an incomplete report cannot be submitted.
|
A missing required entry, such as a suspicion that has not been filled in, is flagged as an Invalid field until it is completed.
Note: Based on user role, some users cannot submit a SAR directly today. This is currently managed through role permissions rather than a dedicated approval flow. A full approval workflow with review requests, comments, and a complete audit trail is planned. See Planned Enhancements. |
10 - Submission and Status Tracking
Once submitted, a report moves through a defined set of statuses so its progress with the FIU can be tracked from inside the console.
Status | Meaning |
Draft | The report has been generated or is still being prepared and has not yet been submitted. |
Submitting | The report has been sent to the FIU and a response is being awaited. |
Submission Accepted | The FIU has accepted the formatting and passed initial validation. A tracking ID becomes available at this point. |
Submission Successful | The FIU has returned a confirmation ID, such as a BSA ID for FinCEN filings, and the report is locked in the system. |
Submission Rejected | The FIU has rejected the submission. The report can be resubmitted. |
11 - Status Management and Resubmission
For jurisdictions filed automatically through a direct connection to the FIU, status updates happen on their own and cannot be changed manually. For jurisdictions without that connectivity, such as Malaysia and Lithuania, status can be updated manually, with comments, to keep the record in sync with how the filing is actually progressing outside the system. FinCEN and FinTrack also support a resubmission flow: if a submission is rejected, a new report can be created that copies over the same details, ready to submit again.
12 - Accessing and Downloading SARs
Every SAR that has been generated is listed in the SAR section of the side navbar. Each report shows a status of Draft while still being prepared, or Complete once finished. Opening a report shows its full timeline, including every status it has moved through, and lets a user retrieve all of its details, including any attachments, with one click.
|

Reports can be downloaded as a PDF, which captures a snapshot of every page for recordkeeping in the customer's own systems.
An XML download is also available for jurisdictions where that is the expected filing format, ready to be uploaded directly to the FIU's own portal.
13 - Staying Current with FIU Guidance
FIUs update their guidance periodically, for example FinCEN moving from version 1.6 to version 1.7. These changes do not happen often, but when a major version introduces new requirements, the logic behind a jurisdiction's SAR form may need to be updated to match it. FIUs typically give advance notice before a new version takes effect, so teams working directly with customers need to stay aware of upcoming guidance changes.
Note: There is no automated tracking of FIU guidance version updates today. See Planned Enhancements. |
14 - Planned Enhancements
The following capabilities are in progress and not yet available in the console.
A formal SAR approval workflow with review requests, comments, and a complete audit trail, replacing today's restriction based on user role.
FinTrack templates for recurring filing institution and financial institution details.
Automated tracking of FIU guidance version updates.
